A+CLASS – Alliance for Climate Leadership for Actionable Sustainability Solutions

Selected under the European Programme EU Mission Climate-Neutral and Smart Cities – Enabling City Transformation Programme, the A+CLASS – Alliance for Climate Leadership for Actionable Sustainability Solutions project brings together the three Portuguese Mission Cities – Porto, Lisbon and Guimarães.

The consortium is composed of the Municipality of Porto, Porto Ambiente, Porto Digital, the Porto Energy Agency, the Municipality of Guimarães, Laboratório da Paisagem, the Municipality of Lisbon and Instituto Superior Técnico, acting as the project’s technical partner. The Municipality of Guimarães formally assumes the leadership of the consortium.

The project aims to develop a digital monitoring and decision-support platform designed to support the climate transition of the three cities and the implementation of their respective City Climate Contracts (CCC). By consolidating relevant information into a single access point, the platform will enhance transparency, effectiveness and efficiency in local climate action, enabling policymakers, municipal technical teams and other stakeholders to quickly and confidently identify the strategies with the greatest impact.

More than a digital tool, the platform will be co-created to ensure its relevance for both the public and private sectors, fostering a collaborative, participatory and results-oriented approach.

Within this framework, the main objectives of the A+CLASS project are to:

  • Monitor the City Climate Contracts (CCC);
  • Promote the sharing and transfer of successful policy strategies and actions;
  • Disseminate results across the Climate City Network;
  • Co-create and define a roadmap for the evolution of a bottom-up CCC monitoring platform;
  • Strengthen knowledge transfer among partners and within the NetZeroCities community.


The project is integrated into the NetZeroCities (NZC) – Enabling City Transformation (ECT) programme and is funded under the Horizon Europe Programme, with a total budget of €1,499,649.32, of which €105,128.83 is allocated to Porto Ambiente. It began in March 2025 and is scheduled to run until September 2026.
